NASA has a limited design and build capability for spacecraft, but they have always used commercial Aerospace contractors to build the hardware. The giant Saturn V used stages which were built by the large aircraft companies. The first stage was a NASA effort, but was assembled with Aerospace contractors, and of course all the engines were outsourced. This has been one of the long-term goals of nasa, to get out of the hardware and space launch business and focus on the research goals instead.

China's space program isn't powerful. They just don't have any restrictions like US have. No safety, no budget limits. That's the only reason what allowed China to accelerate SO MUCH. Plus Chinese engineers are very talented if not more talented than NASA engineers because NASA has years and years of experience where China is very young in this department and achieved all that NASA achieved in 50 years just in a few years only because China has a clear goal where NASA is just a job contractor. China has already put NASA to shame but not because China is better but because NASA is incompetent and too scared and limited by government, bad decision, lobbying and no radical ideas of developing new technology, instead sticking to 50 years old technologies (but not surprising because the way NASA operates would took another 50 years to prove that technology just ON A PAPER). Imagine SpaceX was a Russian company or even better a Chinese one.

Plz enlighten me about safety. Also, tell me about the safety precautions NASA took before they sent Suni and Butch to the ISS. Don't play the blame game and trash Boeing. Without NASA's permission, Boeing would not have been allowed to do anything.
